Crazy Cake (Jean)

3 cups flour
2 cups sugar
1/3 cup cocoa
3 cups oil
1/2 cup cold water
1 tsp soda
1 tsp salt
2 tsp vanila
2 Tbsp vinegar

 Mix all dry ingredients add remaining and blend well.  Flour cake pan and pour in.  Bake at 350 for 40 mins.
